Summary: Regulation (EU) 2021/1139 - formally adopted by the European Union (EU) on 7 July 2021 - establishing the European Maritime Fisheries and Aquaculture Fund (EMFAF). It amends Regulation (EU) 2017/1004. Further information: This Regulation establishes the European Maritime, Fisheries and Aquaculture Fund (EMFAF) for the period from 2021 to 2027. The duration of the EMFAF is aligned with the duration of the MFF 2021-2027. It lays down the priorities of the EMFAF, its budget and the specific rules for providing Union funding, complementing the general rules applying to the EMFAF under Regulation (EU) 2021/1060. The EMFAF replaces the European Maritime and Fisheries Fund (EMFF). The programme allocates funding from the EU budget to support the Common Fisheries Policy (CFP), the EU's maritime policy and the EU's international commitments in the field of ocean governance. It provides support for developing innovative projects ensuring that aquatic and maritime resources are used sustainably. The programme management is divided between shared management and direct management. The draft law was tabled by the European Commission on 12 June 2018 in the framework of the discussions on the Multiannual Financial Framework (MFF) for the period 2021-2027. The European Parliament adopted its negotiating position on 4 April 2019. The Council of the European Union adopted a partial approach (excluding financial matters) on 18 June 2019. The first trilogue meeting between the co-legislators was held on 19 November 2019. The Commission adopted revamped proposals on the MFF 2021-2027 in May 2020. The Council of the European Union agreed on a position concerning financial aspects of the draft law in October 2020. Following seven rounds of negotiations, an informal agreement by the co-legislators on a compromise text was reached on 4 December 2020. This was formally endorsed by the Council on 14 June 2021 and by the European Parliament on 6 July. The Regulation was signed by the co-legislators on 7 July 2021 and published in the Official Journal on 13 July 2021. |
