Proposal to split EU funds set to anger those that look east

Michel Barnier, European Commissioner for Regional Policy, says former communist countries must not get the lion's share of money at the expense of poorer regions in existing Member States. Mr Barner believes regional spending should in future be equally divided between existing and new Member States.
