The Prüm Treaty is an initiative by seven Member States to enhance cooperation in combating terrorism and serious cross-border crime. At the time of compilation of this record, these Member States were attempting to incorporate the Treaty into EU law. This report looks at the Prüm initiative; at how it relates to other proposals in the same field; and at the desirability of a small number of States attempting to bypass the established procedures.
