Russian Presidential candidate Vladimir Putin pledged big spending increases on the 13 February 2012 to raise the wages of teachers and doctors and improve the healthcare and education system as he battled to improve his standing with a protesting middle class.

But analysts said the pledges – made in the latest in a series of pre-election 'manifestos' devoted this time to social issues – would do little to address the broader discontent with his 12-year rule (as President and then Prime Minister) brewing in the urban educated classes. It was also not clear where the funding would come from.
