A report for the European Commission released on 24 May 2005, 'Study on the impact of measures concerning the promotion of the distribution and production of TV programmes (Community and national) provided for under Article 25 (a) of the directive on television without frontiers', has found that the European Union suffers from an estimated € 1.7bn deficit on the import and export of television programmes with the United States. Some Member States are not implementing recommended quotas for local television content.
