Recent evaluation findings presented against the background of the proposed Financial Framework for 2007-2013

In its proposal for the Financial Framework for 2007-2013, the European Commission aimed to demonstrate that the desired results of the activities proposed could be achieved most economically and effectively at European level.

This evaluation highlights paper tries to contribute to the inter-institutional negotiations on that Framework by presenting relevant evaluation results that have been assembled by independent external consultants during the period 2003/2004. The paper focuses on those results that, in one way or the other, shed some light on the "added value" provided
by past or ongoing Community interventions.
