The European Parliament's plenary session adopted on 4 July 2018 a set of recommendations regarding the negotiations undertaken between Azerbaijan and the European Union regarding a comprehensive agreement.
The initiative calls for the agreement to be conditional on the respect for democracy, the rule of law, good governance, human rights and fundamental freedoms.
The relations between Azerbaijan and the European Union are rooted in the 1999 Partnership and Cooperation Agreement (PCA). The mandate for negotiations on a new comprehensive agreement was adopted by the Council of the European Union in November 2016. The talks were launched in February 2017.
