Summary:Communication adopted by the European Commission on 21 February 2023, marking the two-year anniversary of the creation of the Recovery and Resilience Facility (RRF), and reporting on its implementation. Further information:Regulation (EU) 2021/241 establishing the Facility was adopted by the co-legislators in February 2021. The RRF is the key programme at the heart of the NextGenerationEU instrument for economic recovery in the European Union (EU), laid out amidst the COVID-19 (coronavirus) pandemic. However, its implementation has been taking place alongside the unfolding of the war in Ukraine, with extensive impact across the continent. This document takes stock of the results achieved so far through the RRF's double-push for green and digital reforms and investments in Member States. It also outlines further steps for supporting the continued implementation of national recovery and resilience plans (NRRPs). The annexes to the Communication clarify certain technical aspects of the way in which the European Commission assesses Member States' progress. The Communication was adopted by the European Commission on 21 February 2023. |
