Reflections in times of uncertainty: A menu of strategies

Author writes that his expectation would be that the Heads of States or Government of the European Union will once again, like in other moments of passing milestones, combine functionalist approaches of “l’Europe des Projets” with institutionalist steps of reforming the existing EU treaty by borrowing bits and pieces from the text of the constitutional treaty. Whatever the outcome, the debate will not be ended, but enter into a new stage with a lot of old considerations.
