Abstract:

Over the past 25 years, European Union Member States have implemented nearly 70 regularisation programmes involving more than six million migrants living in an irregular situation in the EU. This paper examines regularisations, meaning, the awarding of legal status to irregularly staying migrants, from the migrants’ point of view and their access to fundamental rights. The paper investigates whether the regularisation of irregular migrants is, or can be, an effective policy tool to address the vulnerability of migrants in an irregular situation to exploitation, social exclusion and marginalisation in the labour market.
