Regulation of the European Parliament and of the Council of 11 December 2013 amending Regulations (EC) No 1954/2003 and (EC) No 1224/2009 and repealing Regulations (EC) No 2371/2002 and (EC) No 639/2004 and Decision 2004/585/EC in the context of the reform of the Common Fisheries Policy (CFP).

In 2009 the European Commission analysed the functioning of the Common Fisheries Policy (CFP) based on the Green Paper on the Reform of the Common Fisheries Policy. The Commission concluded that despite progress since the 2002 reform, the objectives to achieve sustainable fisheries in all its dimensions (environmental, economic and social) had not been met and the Green Paper identified a series of structural shortcomings of the current CFP. The European Parliament and the Council of Ministers supported this conclusion.

The Common Fisheries Policy needs a fundamental reform by repealing the current Regulation on the conservation and sustainable exploitation of fisheries resources under the Common Fisheries Policy, and replacing it by a new CFP adopted by the European Parliament and the Council on the basis of the proposal presented on 13 July 2011 by the Commission.
