Report assessing Member States’ programmes of measures under the Marine Strategy Framework Directive

Over the past 6 years, EU Member States have been developing marine strategies to comply with the Marine Strategy Framework Directive. The Directive requires them to assess the quality status of the marine environment, determine good environmental status, set appropriate environmental targets and draw up adequate monitoring programmes and implement measures to achieve the Directive’s key goal of securing the ‘good environmental status’ of all EU marine waters by 2020.

This report builds on the Commission's 2014 and 2017 assessments of Member States’ marine strategies and assesses the programmes of measures, which all Member States had to report to the Commission by 31 March 2016. Generally applicable guidance on modifications necessary to improve the coherence and effectiveness of their measures is included as a set of recommendations to Member States at the end of this assessment. Country specific recommendations are included in the staff working document accompanying this report.
