EUObserver reported that France, Germany, and the UK circulated a draft UN resolution on the Gaza conflict designed to end the rule of Hamas in return for Israel lifting its seven-year blockade of the Strip.

The text, entitled 'Elements', circulated in New York in August 2014 and leaked on the 21 August 2014 to Israeli daily Haaretz.
