The export of cultural goods outside the Union's customs territory is subject to the presentation of an export licence. Such licence is issued by a competent authority of the Member State in whose territory the cultural object is lawfully located. For certain categories of cultural goods an export licence is only needed if the value of the object reaches the corresponding financial threshold set out in Annex I to the Regulation.

Where necessary, the authority which is competent for issuing the export licence consults the competent authority of the Member State of provenance of the object concerned. Customs controls ensure that only those cultural goods that are accompanied by a valid export licence can leave the customs territory of the Union.
