This fifth Annual Report is submitted to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions, in compliance with the reporting requirement set out in Article 23 of Regulation (EC) No 1717/2006 of the European Parliament and the Council of 15 November 2006 establishing an Instrument for Stability. The Instrument for Stability (IfS) is an important tool under the authority of the High Representative/Vice President, enabling her to target resources in support of comprehensive EU approaches aimed at preventing, mitigating and dealing with the aftermath of crises and security threats around the world. The report gives an overview of how the IfS was mobilised in 2011. This report is complemented by a Commission Staff Working Document which provides comprehensive and detailed global implementation updates on: (i) urgent IfS crisis response measures that were launched and/or ongoing in 2011; and (ii) longer-term IfS programmes. |
