The Commission announced in its Social Action Programme 1998-2000 the launching of a broad debate on the use of Article 13 of the Amsterdam Treaty. One of the key questions raised at the seminars and conferences that followed was the need to have a comparative analysis of existing legislation in Member States to assess the scope of existing provisions and identify similarities, differences and gaps. This report on Member States' legal provisions to combat discrimination is the Commission's answer to that request.
