Report on the candidate countries’ measures to promote entrepreneurship and competitiveness (Vols. I and II)

As the identification and exchange of best practice together with benchmarking constitute one of the pillars of EU Enterprise policy it seemed natural to further associate the Candidate Countries in this process. They were invited to participate in the elaboration of the a report (Candidate Countries BEST Report) that would mirror the 'Report on the Implementation of the Action Plan to Promote Entrepreneurship and Competitiveness'. All the 13 Candidate Countries (CCs) accepted the Commission's proposal made in January 2001 to participate in the process of drafting the report that has been called CC BEST
