On 4 December 2018 the European Commission presented a report on the implementation of Directive 2015/54/EU.

The free movement of workers is a fundamental freedom of citizens of the European Union and one of the pillars of the internal market. This right is enshrined in Article 45 of the Treaty on the Functioning of the European Union (TFEU), and has been further developed through secondary law and by the case-law of the European Court of Justice.

Despite a relatively stable and complete set of rules, Union citizens may continue to face practical problems in exercising their rights as EU workers. To try to close the gap between the law and its application in practice, in April 2014 the European Parliament and the Council adopted Directive 2014/54/EU on measures facilitating exercise of rights conferred on workers in the context of freedom of movement for workers.

This report discusses the Directive's implementation. Insofar as the available information allows, the report also reflects on the effectiveness of the Directive in practice. In addition, it explores whether any amendment to the Directive is necessary to guarantee better enforcement of Union law on free movement of workers.
