EU cooperation in the youth field started in 2002, providing a policy framework for the EU youth programmes implemented since 1988. The 2019-2027 EU Youth Strategy is the third generation framework. It is based on a dual approach:

  • mainstreaming youth-relevant initiatives across policy areas;
  • addressing the Engage. Connect. Empower core areas in the youth sector.

This EU Youth Report 2021 evaluates progress towards the objectives and priorities of the EU Youth Strategy for 2019-2021. It covers the first EU triennial Work Plan for Youth under the current EU Youth Strategy, spanning two Council Presidency Trios. It was published by the European Commission on 14 October 2021 alongside a proposal for a European Year of Youth.
