Report on the monitoring of the Berlin Declaration

The Berlin Declaration on Digital Society and Value-Based Digital Government builds upon the 2017 Tallinn Declaration on eGovernment and seeks to take the user-centricity principles formulated then a step further. It commits to a digital transformation in the European Union (EU) based on fundamental rights, democratic values and ethical principles. The signatories of the Berlin Declaration set out to implement a number of policy actions by the end of 2024.

This is the second report on the implementation of the Berlin Declaration. It shows that Member States are improving in digital literacy and in introducing innovative technologies in their public services. However, it also concludes that they need to work more on social participation and digital inclusion, as well as on trust and security in digital services.
