Summary:

This report is drawn up in accordance with Article 20(1) of Directive 2011/24/EU. The report includes, in particular, information on patient flows, financial dimensions of patient mobility, and on the functioning of the European Reference Networks and National Contact Points (NCPs). The report also includes a chapter on the use of delegated powers pursuant to Article 17(1) of the Directive.

The general objective of the Directive 2011/24/EU on patients' rights in cross-border healthcare is to facilitate access to safe and high-quality healthcare in another Member State. To this end, patients are reimbursed for healthcare in accordance with the principles established by the European Court of Justice of the European Union and codified by the Directive.

At the same time, Member States remain responsible for providing adequate healthcare in their territory. Moreover, the Directive promotes cross-border cooperation in healthcare between Member States for the benefit of EU citizens, regarding prescriptions, digital health (eHealth), rare diseases and health technology assessments (HTAs).
