Date: 19/06/1997 For the first time, the treaty includes sanctions against any member state found to be in breach of the basic EU principles of liberty, democracy, respect for human rights and the rule of law. If heads of government agree unanimously that such a breach has taken place, the Council of Ministers and European Parliament “may decide to suspend certain of the rights” in the treaty in respect of the member state concerned. |
