Summary:

In response to a challenging global environment, the European Union (EU) launched new defence-related initiatives to enhance cooperation between Member States. This has placed defence clearly on the ECA’s radar, as the significant and rapid increase in funding associated with new EU ambitions and initiatives entails performance risks.

This analytical review is based on publicly available information. It specifically focuses on:

  • the legal, institutional and financial framework in the area of defence and
  • the state of play as regards Member States’ defence capabilities and industries.

It aims to highlight some of the main risks associated with the European Union’s new level of ambition and the proposed increase in funding.
