Risky business? The EU, China and dual-use technology

In this paper, the author argues that it is high time for the European Union to adopt a proactive policy of managing the risks of sensitive technology transfer to the People’s Republic of China (PRC). Furthermore, 'A proactive policy needs to be based on a common understanding of China’s
potential as a military superpower and of its likely impact on the European Union, the EU’s policies and its relationship with the United States'.
