The United States Defence Secretary, Donald Rumsfeld, warned fellow defence ministers at a meeting at NATO Headquarters in Brussels on 18-19 December 2001 that the terrorist attacks on the United States of 11 September 2001 could be a 'dim preview of what is to come' unless NATO members acted to improve their military capability to deal with new threats.
