Russia's Prime Minister Vladimir Putin ordered a big rise in export tariffs for petrol in April 2011 after fuel shortages hit the world’s largest oil producer.

The increase, which would take effect from 1 May 2011, was expected to force the country’s oil companies to provide more fuel to domestic markets by making petrol exports prohibitively expensive.
