Russian ‘civilisation’ stirs resentment

Russia's new policy for governing the patchwork of nationalities that make up the Russian Federation has been outlined in the report of a Kremlin commission, December 2012.

The report outlined the new 'strategy of state nationalities policy', speaking for the first time of a unique Russian 'civilisation' to which the dozens of peoples of the federation belong.
