In a speech in the industrial Ardennes department on the 19 April 2011 President Nicolas Sarkozy of France said that his government would press ahead with legislation under which employees would be paid a bonus if a company’s shareholders received dividend payments.

Promises of government action to improve the lot of the working class were met with scepticism by many in the Ardennes, an area which has suffered recently with high unemployment.

The idea has been greeted with alarm by employers, who are worried about its cost, particularly for small companies, and with little enthusiasm by trade unions who feel that only employees of large companies with shareholders would benefit.
