Schengen is in full swing. Its evolution continues to be influenced by numerous factors, including the parallel policy-making process in the Third Pillar, controversies between Schengen partners regarding drugs policy, and regional internal security problems which demand a tailor-made approach. The Schengen partnership is thus under pressure to expand its capacity in terms of macro-security as well as micro-security. On the one hand, this requires the deepening of co-operation in the form of bilateral and multilateral agreements, whilst on the other hand it implies the widening of its membership and adjusting to newly arising security situations at the external borders.

This volume contains the proceedings of the 5th Schengen Colloquium held in January 1997 in Maastricht. Two major themes were selected: judicial co-operation and drugs policy. Prominent insiders provided an insight into the Schengen policy-making process in both of these fields. These included EU officials, practitioners and academics.

Contributions in the volume deal with the incorporation of Schengen into the new Treaty of Amsterdam and the problem of differentiated integration, the enlargement of the Schengen group (i.e. the accession of the Nordic states), the transparency and accountability of Schengen, the development of multilateral and bilateral agreements, and the latest developments concerning visa and asylum policy. The volume also contains a comprehensive bibliographical listing of Third Pillar decisions up to June 1997. Contributions in this volume are either in French and English.
