New challenges await the Council of Europe as it continues the task of building a fully democratic, peaceful and stable Europe, Secretary General Walter Schwimmer told parliamentarians at the Council of Europe's Parliamentary Assembly on 23 January 2001. Giving the annual 'State of the Council of Europe' address to the Assembly, Mr Schwimmer outlined the organisation's medium term goals - to build a Europe based on the core values of the Council: 'democracy, rule of law and human rights - in the interests of more than 800 million people on our continent'
