Second evaluation of co-financing in England

The co-financing of the European Social Fund (ESF) started in September 2001 and is a means of channelling both ESF and the required match-funding to providers in a single funding stream. This report constitutes the second evaluation of ESF co-financing in England and builds on the findings from the initial evaluation, which took place whilst co-financing was in its pilot stage.
