Senate foreign relations committee chairman Jesse Helms told Secretary of State Madeleine Albright that ratification of the expansion plan “could very well succeed or fail” on whether or not the Europeans were persuaded to pay their “fair” share. “As secretary of state, I will insist that our old allies share this burden fairly.
