A new Russian-American plan would abandon support for a nationally-drafted constitution and all but rule out a true transitional period.

However, the author argues that abandoning the plan for a new constitution to be drafted, not just voted on, by means of a national process is likely to leave millions of Syrians at home and abroad believing that the conflict has not been resolved.
