EU negotiations with South Africa over the Free Trade Agreement (FTA) have been hard work indeed, but nobody begrudges a bit of effort to further the post-apartheid cause.

Some Union officials are, however, wondering if the seismic changes which brought Nelson Mandela to power and banished white supremacy have actually made much difference. Out of 23 South Africans on the FTA negotiating team which visited Brussels last week, only four were black.
