Special Report No 03/2010: Impact Assessments in the EU institutions: do they support decision-making?

Abstract:

Impact assessment is one of the cornerstones of the European Commission’s work in the field of Better Regulation. In this report, the European Court of Auditors examines whether the Commission prepared impact assessments when formulating its proposals, whether the Commission’s impact assessment procedures appropriately supported the development of its initiatives, and whether the content and presentation of the Commission’s impact assessment reports was appropriate.
