Text of a speech by the French Minister for European Affairs, Noëlle Lenoir, on 16 December 2002, during the presentation to the press of a television commercial prepared by the association, “Civism et Democratie” (CIDEM) in the context of the French government's information campaign on the construction of a new Europe. The commercial, lasting 30 seconds, appeared regularly on all the French television channels from 16 to 30 December 2002.
