Following the entry into force of the technical pillar of the 4th EU Railway Package in 2016, the European Union Agency for Railways replaced and succeeded the European Railway Agency (ERA)Taking stock of the current situation, the European Union Agency for Railways analysed the political, economic, social, and technological environment of the European railway sector in 2017 to formulate its vision for 2020.

As a respected European authority, the Agency would aim to be the engine for change driving the Single European Railway Area (SERA).

The ERA's ambition was not only to champion its new tasks as a European authority - issuing vehicle authorisation and safety certificates, and acting as system authority for ERTMS – which it was mandated to perform by the technical pillar of the 4th railway package.

The ERA also wanted to achieve 7 strategic objectives – from Europe becoming the world leader in railway safety to promoting rail transport to enhance its market share, to fostering the Agency’s reputation in the world.
