Summary: An overview of key findings of the Study ESF policies as a mitigating factor during the crisis. This study evaluated the reactivity of the European Social Fund 2007-2013 in the face of the crisis, including a comparison with the changed modalities for the 2014–2020 funding period. It concluded that the most ‘in need’ target-groups have been covered by ESF interventions, without however reaching all potential recipients, due to limitations of scope and resources. Recommendations to Member States and European Commission were also provided. |
