Report published by the European Commission on 22 March 2021, comprising the first preliminary assessment of the European instrument for temporary Support to mitigate Unemployment Risks in an Emergency (SURE).

Further information:

The SURE instrument was established by Council Regulation (EU) 2020/672 to address the impact of the COVID-19 (coronavirus) pandemic and respond to its socio-economic consequences. This report is pursuant to Article 14 of that Regulation.

This report is the first bi-annual report on SURE. It presents the operations and use of the instrument to date and reviews its socio-economic impacts. The report finds that SURE has been successful in cushioning the severe socio-economic impact resulting from the COVID-19 crisis. It has helped to ensure that the increase in unemployment in the beneficiary Member States during the crisis has been significantly smaller than during the global financial crisis, despite them experiencing a larger decrease in GDP.
