Two sets of technical rules apply to EU waterways today. A legislative proposal currently under consideration in the EU aims to harmonise technical requirements for granting navigation certificates to inland waterway vessels, ensure a uniform level of navigation safety and prevent distortions of competition. The plenary session of the European Parliament in September 2016 was expected to vote on a compromise text agreed with the Council earlier in 2016, and endorsed by its own TRAN Committee on the 1 September 2016.
