Part three consists of two papers addressing the European dimension, the first dealing with EU legislation on temporary work and the second exploring temporary agency work and freedom of services in the European Union.

The final part, Panel Discussion on European Developments, opens with a report on negotiations of the European Social Partners towards an EU-wide collective agreement on temporary work, followed by a paper relating to agency work in the European Union. Other papers included in this section are: Proposal for a Directive on Working Conditions for Temporary Workers, Amended Proposal for the same and Report on the Proposal for a Directive on Working Conditions for Temporary Workers.
