The German parliament's upper house (Bundesrat) is not expected to vote on whether to end the restrictions until 17 March, but the Commission wanted to send a strong signal that it would take Berlin to court if the outcome was not positive. It therefore decided to write to the German authorities asking them to explain their position - the first step in a process culminating in a full challenge at the European Court of Justice.
