The Commission yesterday (1 July) unveiled plans for further restrictions on the use of substances which damage the ozone layer

The proposal, put forward by Environment Commissioner Ritt Bjerregaard, builds on 1994 rules to cut the use of some of the most harmful ozone-depleting substances. The draft rules would cover the use of chloroflouro- carbons (CFCs), hydrocloroflourocarbons (HCFCs) and halons - all used as refrigeration agents and components in foam insulation - as well as the pesticide methyl bromide. The Commission is proposing that the EU should go beyond internationally agreed rules for phasing out these substances.
