The EU has common rules to protect its citizens’ social security rights when moving within Europe. These do not replace the national social systems with a European one: each country of the European Union lays down the conditions under which social security benefits are granted, as well as the amount of such benefits and the period for which they are granted. However, when doing so, they must comply with EU law, in particular with Regulation (EC) No 883/2004 on the coordination of social security systems.

This guide gives competent national institutions an overview of the EU coordination provisions in the field of healthcare. It covers the rights of insured persons and their family members, including those of pensioners and their families. Provisions are detailed for both residence and stay, either in the country of insurance or in another country of the European Union.
