The draft treaty establishing a European constitution: Technical and constitutional issues in Parts I and IV

This paper looks at parts I and IV of the draft European Constitution, which was presented to the European Council in Thessalonika on 20-21 June 2003. The paper is particularly concerned with those aspects of part I with direct implications for the constitutional relationship between the European Union and the member states.
