Book abstract:

This is the second book produced by the European Institute of Public Administration (EIPA) on the Dublin Convention on Asylum. It is the result of a training project carried out by EIPA in 2001, partially financed by the European Commission in the framework of the Odysseus Programme. The book includes contributions in both English and French written by practitioners and academics.

The book is divided into four chapters. The first provides a general introduction to the Dublin Convention and looks at problems of implementation including dispositions on time limits and the exchange of information. The second chapter has practical cases developed for the project, mainly on the basis of Court/appeal bodies' rulings in the Member States and provides more focus on the opt out and humanitarian clauses of the Convention, and on the differences in asylum practice in the Member States. The third chapter focuses more specifically on the main problems of the implementation of the Convention in certain Member States. The final chapter provides conclusions on the impact of the Dublin Convention. The book includes tables and graphs to allow comparison of the procedures and structures set up by Member States for the application of the Dublin Convention. There is also an annex including the text of relevant European Community documentation.
