The EU Foreign Service: how to build a more effective common policy

With negotiations on the precise shape of the European External Action Service due to start immediately after the new EU Treaty of Lisbon was signed in December 2007, this EPC Working Paper, based on the work of a Project Group convened to reflect on how best to implement the Treaty provisions, analyses the key questions which need to be addressed and offers some ideas aimed at framing the debate. It concludes with ten recommendations to guide work on setting up the new service.
