that the euro zone should be represented at international meetings by a three-member delegation. Under the plan, representatives from the ECB, the Council of Ministers and the Commission itself would attend meetings of the International Monetary Fund, the Organisation for Economic Cooperation and Development and the Group of Seven leading industrialised states.
