Date: 16/07/1998 ...for around three quarters of the EU-backed projects which have had their cash supplies frozen since May. The institution said it could either completely or partially release funds for around 75 out of 100 affected projects. The budget freeze was announced after the European Court of Justice ruled that the Commission had not obtained adequate clearance from the Council of Ministers before launching certain schemes. However, non-governmental organisations are angry that the funding for a quarter of the projects is still blocked, with the future looking uncertain for some eight schemes including a 200-million-ecu assistance programme for the developing world. |
