The European Commission this week proposed closing a tax loophole

on telephone call-back services by making phone operators outside the EU liable to local rates of value added tax for the first time. Union phone companies have been losing millions of ecu in international business to foreign rivals who re-route calls through their networks, taking advantage of lower costs and no VAT, for a fraction of European charges.
